April 20, 2026

 

A Regular Council meeting was held on April 20, 2026, at the County Administration office in Vegreville. Council approved the following resolutions:

 

Bylaw No. 1373-26 to Remove Municipal Reserve Designation from Lands within the County

County Council approved Third Reading to Bylaw No. 1373-16, a bylaw to remove municipal reserve designation from lands within the County of Minburn.

 

Intermunicipal Subdivision and Development Appeal Board Bylaw No. 1377-26

County Council approved Third Reading to Intermunicipal Subdivision and Development Appeal Board Bylaw No. 1377-26 that establishes an Intermunicipal Subdivision and Development Appeal Board

 

Intermunicipal Subdivision and Development Appeal Board Agreement with Partner Municipalities

County Council approved changes to the Intermunicipal Subdivision and Development Appeal Board Agreement with Partner Municipalities as presented.

 

Integrity Dig with Road Allowance Special Approval Request

County Council approved Cenovus Energy's request to conduct a pipeline integrity dig within Range Road 90, per the plans submitted.

 

Subdivision Files

County Council conditionally approved Subdivision Files #05-2026 and #06-2026 per the recommendations of the reports presented.

 

Development Permit Application No. 2026-10

County Council approved to support Development Permit #2026-10, subject to the condition that a maximum of five beehives is permitted on the subject lot.

 

Stop Order Enforcement

County Council directed Administration to proceed with enforcement of the Stop Order in accordance with the Municipal Government Act, as discussed during the Committee of the Whole Closed Session held on April 16, 2026.

 

New Policy ASB 2011-01, Animal Health Act Response

County Council approved Animal Health Act Response Policy ASB 2011-01.

 

Bridge Culvert Tender, BF 01195 and BF 01762

County Council awarded the tender for Bridge File 01195 and Bridge File 01762 to Core Energy Services Ltd. for a total project cost of $660,000, excluding GST, including engineering, geotechnical, contingencies, and fish capture.

 

Grader Sale, Unit 330 and Unit 333

County Council approved the sale of Unit 330 (2016 John Deere 872GP) and Unit 333 (2018 John Deere 872GP) to Ritchie Bros. for $155,000 and $165,000 respectively, and participation in the 85/15 revenue-sharing arrangement on proceeds exceeding $343,500.

 

4-H Grant Program Policy ASB 2005-03

County Council approved the amendment to Policy ASB 2005-03 – 4-H Grant Program Policy to remove the application form from the policy.

 

Borrowing Bylaw 1372-26 - Bridge File 72570

County Council gave third reading to Borrowing Bylaw 1372-26 for the construction of local bridge file BF72570.

 

2026 Final Budget Approval

County Council approved the 2026 operating and capital budgets totalling $33,321,050 plus a non-cash operating expense of $2,068,707 for amortization and accretion expenses related to tangible capital assets and associated retirement obligations.

 

2026 Property Tax Rate Bylaw No. 1375-26

County Council gave third reading to Bylaw No. 1375-26 that authorizes the taxation rates to be levied against assessable property within the County of Minburn for 2026.

 

Hamlet of Minburn 2026 Special Tax Rate Bylaw No. 1376-26

County Council gave third reading to Bylaw No. 1376-26 that authorizes a special tax to be levied against parcels of land in the Hamlet of Minburn to raise revenue to pay for sewer services in 2026.

 

Cancellation of 2026 Municipal Tax for Seed Plants and Golf Courses

County Council approved the cancellation of the municipal portion of the 2026 property taxes for the Vegreville Municipal Seed Cleaning Association Ltd., Innisfree Municipal Seed Cleaning Association Ltd., Village of Mannville (Riverview Golf Course), and Vegreville Golf Association.

 

Beaver County Intermunicipal Collaboration Framework Agreement

County Council, pursuant to the Municipal Government Act Section 708.28, determined and agreed that intermunicipal services with Beaver County have been and will continue to be adequately provided by means other than an intermunicipal collaboration framework, and approved that the County of Minburn opts out of the intermunicipal collaboration framework dated February 5, 2020.

 

County of Two Hills Intermunicipal Collaboration Framework Agreement

County Council approved the County of Minburn opt out of the County of Two Hills and County of Minburn Intermunicipal Collaboration Framework agreement existing between the two municipalities pursuant to Municipal Government Act, Section 708.28(1.1).

 

Canadian Foods Inspection Agency (CFIA) re Livestock Traceability

County Council directed Administration to respond to CFIA that current cow/calving regulations are sufficient as is but agree with more stringent regulations on feedlot operations.

 

Investment Policy:

County Council rescinded current Investment Policy AD 1004-01; and further approved the new Investment Policy as presented.
