Council Meeting Highlights - December 15, 2025

A Regular Council meeting was held on December 15, 2025, at the County Administration office in Vegreville. Council approved the following resolutions:

Unit 915 Firefighting Skid Unit Tender 

County Council awarded the tender to PTTO Fire Trucks for a total of $37,500.00.

Unit 915 Emergency Vehicle Upfit Tender

County Council awarded the tender to Megatech for the supply of the Emergency Vehicle Uplift for $41,758.32.

Village Fire Agreements

County Council moved Administration proceed with Fire Agreement Fee Structure negotiations with the Villages of Mannville and Innisfree in 2026.

Subdivision File No. 12-2025

County Council moved to conditionally approve Subdivision File No. 12-2025 per the recommendations of the report.

ACP Program Application - Regional Residential Utility Master Plan

County Council approved to participate in an application under the Alberta Community Partnership (ACP) Program to conduct a Regional Residential Utility Master Plan/Feasibility Study, with the Village of Mannville acting as the managing partner.

ACP Program Application - Alberta HUB Skyway's Project

County Council approved to participate in an application under the ACP Program to complete the Alberta HUB Skyway's Project, with St. Paul County acting as the managing partner.

Agricultural Service Board (ASB) Policy Updates

 County Council approved the following ASB policies be updated as presented:

1. ASB 2001-02, Beaver Control on Private Land

2. ASB 2002-02, Beaver Harvest Incentive Program

3. ASB 2004-02, Equipment Rental

4. ASB 2005-03, 4-H Grant Programs

5. ASB 2006-02, Soil Conservation

6. ASB 2007-02, Right of Way Brushing

7. ASB 2008-02, Private Land Weed Control

8. ASB 2009-02, Control of Clubroot

9. ASB 2010-02, Equipment Borrowing

Wildlife Management Fund Support-Coyote Harvest Incentive Program 

County Council approved Administration apply for funding for the Coyote Harvest Incentive Program from the APOS Wildlife Management fund; and further moved to approve the implementation of the Coyote Harvest Incentive Program contingent on APOS funding. 
Innisfree Seed Cleaning Plant: Co-op Agribusiness Grant Program

County Council moved to send a letter of support to the Ministry of Agriculture and Irrigation for the creation of the Co-op Agribusiness Grant Program.

Heartland Training & Support Hub Financial Request

County Council approved a donation of $3,033 to the Heartland Training & Support Hub Safety Smarts Program.

Master Rates Amendment Bylaw #1371-25

County Council gave Third Reading to Master Rates Amendment Bylaw #1371-25 that establishes fees, rates and charges for various services, goods, licenses and permits.

Town of Vegreville Recreation Agreement

County Council approved Town of Vegreville's proposal for a two-year extension of the existing recreation agreement.

Town of Vegreville Solid Waste Agreement

County Council approved Town of Vegreville's proposal for a two-year extension of the existing solid waste agreement.

PERC and DIRC Application

Council approved Administration apply to the Province of Alberta for the Provincial Requisition Credit (PERC) for uncollected taxes on oil and gas properties in the approximate amount of $44,573; and further Council approved Administration apply for the Designated Industrial Requisition Credit (DIRC) for uncollected taxes on oil and gas properties in the approximate amount of $1,088.

2026 CAO Salary

Council approved a salary adjustment for the CAO for the year 2026 as agreed upon in closed session.
