March 19, 2026
A Regular Council meeting was held on March 19, 2026, at the County Administration office in Vegreville. Council approved the following resolutions:
Bylaw No. 1373-26 First Reading
County Council approved First Reading to Bylaw No. 1373-16, a bylaw to remove municipal reserve designation from lands within the County of Minburn.
County Council directed Administration to pursue Phase I Environmental Site Assessment for the Minburn Landfill.
County Council conditionally approved Subdivision Files #01-2026, #02-2026, #03-2026, #04-2026 per the recommendations of the reports presented.
County Council approve the Silver Sponsorship in the amount of $2,000 for the Eastern Alberta Trade Corridor 'Local to Global' Forum scheduled for April 8, 9, and 10, 2026.
County Council approved updated amended Policy PDS 7006-01, Growing Futures Scholarship with the removal of any reference to Innisfree School.
County Council awarded the tender to Twin Ridge Construction for a total of $49,432.02.
Grader Replacement Policy
County Council approve Policy OP 9030‑02, Grader Replacement Policy, which updates the previously numbered Policy OP 9030‑01‑A.
County Council approved maintenance as recommended for Bridge Files 71897, 1000, 1485, 6554, and 81828 for a total estimated project cost of $1,031,000, with the County’s share of funding in the amount of approximately $917,000, and any costs exceeding the approved 2026 Bridge Maintenance budget be funded from the Bridge Reserves.
County Council postponed discussion on the draft Investment Policy to the April 19, 2026 County Council meeting.
Council approved all reserve transfers contemplated in the 2025 financial statements and further approved the 2025 Audited Financial Statements as presented.
July Committee of the Whole Meeting
County Council approved rescheduling the July 15, 2026 Committee of the Whole Meeting to July 20, 2026 at 9:00 a.m. prior to the regular County Council Meeting scheduled on July 20, 2026 at 10:00 a.m.
County Council approved two additional Council members to attend the 2026 FCM Convention in Edmonton and further approved three Council members to attend the 2026 ASB Summer Tour in Strathmore.
County Council directed Administration to send a letter to Agriculture and Agri-Food Canada to reverse its decision to close the Lacombe Research and Development Centre; and further directed Administration to research federal funding opportunities following the address of Honourable Minister Olszewski, Emergency Management and Community Resilience and Minister responsible for Prairies Economic Development, at the Rural Municipalities of Alberta Spring Convention, and whether a letter should be sent to the Federal Minister advocating for funding to ensure the continued operation of the Lacombe Research and Development Centre.
County Council directed Administration to proceed with concluding the County of Minburn and County of Vermilion River Intermunicipal Collaboration Framework agreement existing between the two municipalities, pursuant to Municipal Government Act, Section 708.28(1.1).
Mannville-Minburn-Innisfree (M-M-I) FCSS Meeting
County Council directed Administration to arrange a meeting with the Chief Administrative Officers of the Villages of Mannville and Innisfree, along with the elected officials appointed to represent their respective municipalities on the M‑M‑I FCSS Advisory Board.
County Council directed Administration to send a letter to Lampburg Cemetery denying their application under the Community Investment Program.
County Council awarded the leasing of County owned agricultural lands as follows:
1. PT. NW 9-52-14-W4M for a three-year term to Dwayne Gawryliuk for a total price of $3,000.
2. PT. NW/NW 31-53-14-W4M 9-52-14-W4M for a three-year term to Wayne, Danielle and Luke Flaathan for a total price of $2,565.
3. NW 27-52-15-W4M for a three-year term to Durlowe Farm Inc. for a total price of $23,331.
4. PT. NE 8-52-14-W4M for a three-year term to Dwayne Gawryliuk for a total price of $4,500.
County Council rejected all bids received in response to the Request for Quotation for the replacement of eight hydrants in the Hamlet of Lavoy, as all submitted bids exceed the approved 2026 capital budget for the project.
