October 15, 2025

 A Regular Council meeting was held on October 15, 2025, at the County Administration office in Vegreville.  Council approved the following resolutions:

 Alberta Community Partnership (ACP) Application with Town of Vegreville for our IDP

Council approved to participate in an application under ACP Program to conduct a review of the County of Minburn-Town of Vegreville Intermunicipal Development Plan, with the Town of Vegreville acting as the managing partner.

 Integrity Dig/ Road Closure

Council approved TC Energy's request to conduct a pipeline integrity dig within Township Road 504 road allowance, per the plans submitted.

 Letter of Support - Northern and Regional Economic Development (NRED) Application

Council moved to provide a letter of support in the Town of Vegreville's application to the NRED Program for their application to the 2026 Regional Investment Readiness Project.

 Letter of Support - Go East RTO for Travel Alberta Funding

Council provides a letter of support to Go East of Edmonton Regional Tourism Organization (RTO) for their application to the 2026 Travel Alberta Rural Development and Promotion Fund.

 Community Connect and Learn 2025 Conference Support Request

Council approved a financial contribution of $2000 in support of the Mannville-Minburn-Innisfree Family and Community Support Services Community Connect and Learn 2025 conference.

 Unit 915 Replacement Truck Tender

Council approved to award the purchase of fleet truck for Unit 915 replacement to Vegreville Ford for the total of $67,632.00 plus GST.

 Yield Sign Installation: Twp Rd 520 and RR 85 - Division 3

Council approved the installation of yield signs on RR 85 at the Twp 520 intersection.

 Yield Sign Installation: Twp Rd 504 and RR 125 - Division 5

Council approved the installation of yield signs on RR 125 at the Twp 504 intersection.

 Northern Lights Library System (NLLS) 2026 Levy - Proposed Increase

County Council approved a 1.5% levy increase ($11.10 per capita) for municipalities without library boards in conjunction with NLLS's 2026 budget approval process.

 2025 Tax Sale - Reserve Prices and Conditions of Sale

County Council approved the reserve prices and conditions of sale for the 2025 Tax Sale as presented.

 Bylaw No. 1369-25 to Amend Committees Bylaw 1329-22

Council gave Third Reading to Bylaw No. 1369-25 that amends Committees Bylaw 1329-22.

 Committees and Boards

Council moved to be a member of the St. Joseph's Hospital Board, Vegreville Attraction and Retention Committee, Vermilion District Health Care Providers Attraction and Retention Committee and the Vegreville and District Chamber of Commerce.

 Role of the Reeve, Deputy Reeve and Acting Reeve Policy

Council approved the Role of the Reeve, Deputy Reeve and Acting Reeve Policy as presented.

 Rural Canada Post Offices

Council moved that Administration forward a letter to Honourable Joël Lightbound, M.P., Minister responsible for Canada Post, regarding closure of Canada Post rural offices and outline the negative impacts on rural communities.

 Gravel Agreement

County Council approved extending the existing gravel supply contracts for two years with Bykowski Sand & Gravel for both the NE-5-52-9-W4M (Lobe Pit) and NW-34-52-10-W4M (Chomlak Pit) as discussed in Closed Session.

 Proposed Contract with County of Two Hills

Council moves to approve the contract with County of Two Hills as discussed in Closed Session.

 Tax Forfeiture Property

County Council conditionally accepted the offer to purchase the tax forfeiture property provided the purchase price includes all land title fees associated with reviving the title including registering a caveat as discussed in Closed Session.
